Airlines working as head of safety of the airlines I'm eager to learn from this meeting today thank you respected uh delegates and Mr Dal thank you very much for giving the opportunity and to be present here I am captain ashpak from navoya working as chief of safety looking forward for this meeting to have the good outcome and to learn thank you Bangladesh Airlines foreign did we miss anybody no all right okay so uh if you have a look at your program actually what we're going to do is we're going to adopt the program right now that's the the next item on the list um so I'm just going to do a screen share over here and I will give me a second here all right okay so let's have a look at day number one uh it's almost half a day has already gone by so we did the registration of course uh we did our um uh introductions our ceremony at the beginning and we did our group photo we had our tea coffee break and we did the introduction of the delegation and right now we're going to be doing the adoption of the program so the program is to be adopted by the steering committee so um so here we are next on the list is this state summaries we are a little bit behind but that's normal well we always put a wiggle room at the end so the first state summary will be done by Sri Lanka all right Sri Lanka would be number one and number two is Pakistan then after that followed by Nepal Maldives and then we'll see how it goes of course we'll have our lunch at 12 30. if we don't have time to do Maldives at 12 15 no worries so we'll just do you after the lunch now okay so after Maldives we have India who will be presenting uh virtually we have Bhutan after that Bangladesh and then Afghanistan who will do it who will do the presentation virtually that pretty well concludes the first day it says that we finish at 1500 hours but we did put a one hour wiggle room in there so there is a possibility we may finish at four o'clock 1600. then we have our welcome dinner at uh 1900 and the host will talk about that a little bit later on on day number two this is where we start presenting our core programs starting at 9 30. we'll be looking at ip1 actions taken on the decisions of the 29th cost cap South Asia steering committee meeting followed by the program progress report which is uh dp2 as we give our this is what we call our report card right we have our tea coffee break and then we will present dp3 the regional Aviation safety team reports and proposed actions and then we look at dp4 dp4 is a bit of a longer presentation it involves our annual work plan now so we'll present that and then after that we will have a look at our budget dp5 yeah see how we're doing there and that will be presented by Mr parakrama Desai and luck from the regional office we'll have lunch at 12 30 and after that we will go for a little sightseeing tour and visit The Liberation War Museum okay and then we will have actually our farewell dinner right we have a welcome dinner and the day after we have our farewell short and sweet uh we so we do that and we also have a wonderful cultural program so tomorrow is actually going to be a light day half a day of intense program papers and then after that we get to relax a little bit day number three this is where our states will start presenting and our guests our first paper uh dp1 will actually be presented by Bangladesh representation of the cost GAP South Asia member states and the Ikea Council in part three presented by air Vice Marshall Raman now followed by Iko who will be doing a PowerPoint presentation and presenting us with some updates of what's going on with Iko and then after that we will have P2 a presentation by the FAA Advanced data analytics in aviation safety and then we're going to have a break and then after the break we have P3 so Nepal Nepal will be presenting their nasp National Aviation safety plan and Mr Raju sestra I will present that and then after that we have P4 another presentation by Bangladesh done by Captain salahudan adoption of the annex 3 contents in the National regulations and then finally our last paper actually is to talk about the cost GAP South Asia phase six and the CTA extension we left that at the end the reason being is a possibility it could spill over until after lunch that's why it was put at the end we don't know how long it's going to take it could take 15 minutes it could take three hours right and then after that we have our lunch now sorry after that we will have our closing remarks and then we will talk about the next steering committee meeting which I believe will be Bhutan and we do this alphabetically so Bhutan you're next right okay after we do the closing remarks and we talk about the next steering committee we'll do our lunch and then in the afternoon we can either continue dp6 discussion if required or and we will also have a dgca closed doors session if required it's not mandatory to have it the decision will be made uh just before lunch if if we invite Sri Lanka Sri Lanka to present foreign okay thank you thank you Captain Murray good morning everyone as mentioned I'm from Sri Lanka and I will take you on the summary for Sri Lanka what we've been doing some of the things actually what we've been doing we've been doing more things but the highlights will be shared with you for for those who don't know about Sri Lanka we are a small island in the Indian Ocean some of you came last year we have about 21 million population rich in culture and history of about 2 500 years and we have two official languages with English serving as the link language the history of civil aviation regulation dates back to 1946 with the establishment of the Department of civil aviation soon before independence of our country then Sri Lanka became a Contracting stage in 1948 on the 1st of June we had an Ikea audit in 1997 we were found to be deficient and as a result of that the establishment of the civilian authority of Sri Lanka happened on the 27th of December 2002 so we celebrate 20 years going down the main function of the ca is to regulate civil aviation activities in line with Subs we are not an operator strictly we are not an operator we don't operate Airlines nor do we operate aerodromes so we have two main parties we have the ground Handler who is Sri Lankan Airlines it's owned by the government they operate Airlines as well but principally they are the ground Handler in the major airport as well as the martial airport we have an Aerodrome operator that's also a private private company which has ownership by the government it's called the airport and Aviation Services Sri Lanka Limited then we have four main street international airports Bia is the main airport where majority of activity happens there generally pre-covered we had about 35 to 40 Airlines operating annually then we have matal rajapaksa international airport which is in the southern part of Sri Lanka recently we had Red Wings Airlines operating there with the charter carry operating three times a week apart from that there are other non-scheduled operators operating there on an ad hoc basis then we also have jaffna international airport which is a small airport in the northern part of Sri Lanka very close to India we recently recommenced operations at that airport when Alliance are from India from Chennai started operating four times a week operating an ATR 72 aircraft then we also have a Colombo the Colombo airport Milana which is a City Airport quite close to the main city or in the main city which usually has business Jets Landing there uh we have two main International operators of course we have some domestic Airlines the main operators are Sri Lankan Airlines which operates to Dhaka also seven times a week then we have fitzer which initiated the initial recently initiated International passenger operations about four to five months ago they are operating about three destinations at the moment they are a small airline with about two two aircraft they used to operate cargo for a long period of time and now they are into the passenger business as well so if you look at the traffic patterns uh obviously like in many parts of the world the global pandemic affected our country as well but we can see an incline in the number of passengers where we are about 30 to 40 percent of 50 percent of the pre-covered passenger numbers which is a good sign we have an incline so I believe that we are on the path to recovery uh some of the audits that were completed in the last decade were the 2010 safety audit which we had 87 percent effective implementation and uh 87 percent and we had the 2012 security audit with 88 compliance and we have an upcoming audit happening in May 23 very very soon in three four months security audit then in 2018 we had a safety audit with 88 effective implementation so we have been doing quite all right looking at some of the things my colleagues shared with me as to what they have been up to over the last one year promulgation of water aerodromes regulations then fold hydrant upgrade at the main airport Aerodrome certification was done for Bia and jaffna International Airport we had the terminal 2 expansion program at bandar Naik International Airport they have been involved in that as well then regulatory approvals were given for water drums at Port City Port City is a a new District which is comprising of reclaimed land near the main city main commercial City so they have been up to that as well then amendment of is is implementing standards implementing standard 30 which is Aerodrome standards and is 37 which is requirements for a drum operator so certification they have been involved in that they also told me that they have implemented Ikea Global reporting format at all International rooms in Sri Lanka looking at the ANS section the Sri Lanka air navigation plan has been implemented it's to provide a strategic direction for the development of VR navigation services in Sri Lanka the also the national Saab or the national search and rescue plan to formulate a coalition amongst our stakeholders to respond to aeronautical science taking place in the Colombo flight information region they have also developed a VFR navigation map for Sri Lanka implementation of reduce ATC separation standards within Colombo fir to enhance the air traffic management capacity to facilitate safe and expeditious air traffic manage movement through the Colombo flight information region also the implementation of fatigue Risk Management Systems regulations aligning with the latest air traffic Services standards of IQ on the flight safety sector they have certified Sri Lankan Airlines as a groundhandled bundle like International Airport and also the issuance of ground handling facilities Services certificate to aircraft service providers with the aircraft service provider's license then there was the Drone online system was introduced and implemented for drone approvals because the Drone approval process was a little difficult since the Drone operators are dispersed around the country so it was streamlined through an online system also the flight safeties division was in involving introduction of new A3 A320 aircraft for international passage operations for pizza which is the new operator so they are approvals was also given and they've also introduced a new implementation standard for unman aerial vehicles and drones moving on to the personal licensing side they have they've been involved with the implementation of the flight crew licensing with industry along with the easa they've also been involved in upgrading the licensing information management system also implementation of implementing standards 72 which deals with instructor ratings examiners ratings etcetera the future plans as reported to me is that implementation of a new examination system which the procurement is undergoing appointment of new flight test examiners fulfilling the requirements of is-72 of requirements of flight crew licensing also is 62 is to be developed which is a regulation on training Aviation organization or Aviation training organizations along with the EU assistance on the safety monitoring side we have drafted and almost finalized the National Aviation safety plan of Sri Lanka for 2023-25. it's a rolling plan which had
the plan has many sections uh introduction roles challenges Etc I won't go through the details the purpose of this basically the National Aviation safety plan is to reduce fatalities safety risk to aircraft infrastructure and the risk of fatalities through the development and implementation of a National Aviation safety strategy to promote the effective implementation of safety oversight systems a risk-based approach to managing safety as well as a coordinated approach to collaboration between Sri Lanka and other States regions and aviation industry it's a la in alignment with the global asict plan and the Asia Pacific Regional Aviation safety plan it's subject to ongoing amendments to be aligned with the developments in these respective areas so these are the statistics that they have taken into consideration from the various activities in Sri Lanka the key participants have been the stakeholders involved in the aviation industry ah in addition to the Sri Lanka ifos Department of meteorology Aviation lubricant service providers also have been involved some of the challenges there are some Global challenges like effective so Global organizational challenges like effective safety oversight and effective Safety Management then safety risks like sea fit and loss of control in flight so these are some other things they have taken into consideration uh some of the challenges we have is the effective State safety oversight systems implementation of safe SSP implementation lack of independent at the moment we don't have any independent aircraft accident investigation Authority so we are working on it looking at also Advanced Data analysis and risk modeling effective SMS implementation we also have a challenge of retaining competent and skilled staff in the industry so these are some of the challenges they have reported to me some of the operational safety risks that they have taken into consideration is see fit loss of control in in Flight media Collision run by excursions incursions Runway incursion abnormal Runway contact including hard landing and tail strikes Wildlife strikes with damage to aircraft Brown occurrences resulting damage to aircraft aircraft significant system failure contributing safety of the site Etc uh the goals in the NSP is to achieve continuous reduction of operational safety risks to strengthen safety oversight capabilities of Sri Lanka based on data-driven approach Implement effective SMS and SSP increase collaboration at the regional level expand the use of Industry programs and safety information sharing networks by service provider ensure Sri Lanka has the appropriate infrastructure physical and institutional to support safe operations uh did you say you like to add something uh to the master plan sorry I have to yeah uh good morning once again apart from those items uh we recently take initiatives to implement the civil aviation master plan in Sri Lanka I believe that that is the first initiative taken by the international civil aviation organization and conducted a training for the Asia Pacific countries in Kathmandu uh October last year then five government officials from the ministry level and the authority level participated at that meeting and we identified the importance of that document from Sri Lanka and they were tasked to complete the master plan Civil Division master plan for Sri Lanka by now they have developed the dur and required the budgetary provisions were approved by the government to proceed [Music] their plan to develop the first draft within next six months and share with all the stakeholders and finally by end of this year we plan to complete the civilization master plan for Sri Lanka thank you now Pakistan can come and give the state summary foreign okay thank you uh Mr chairman Captain Mary so I'll present the state summary for Pakistan we were established as an authority in 1982 before that we used to be a civil aviation Department made in 1947 in the same year we were signatory to Chicago convention so uh since 2021 we tilt 2021 we used to be Regulatory and service provider functions both but in 2021 Federal cabinet decided to functionally separate both the functions and ever since the regulatory is now looking after the safety oversight in compliance with IQ nxs and service provider functions which includes air navigation service and airport services are functionally separated from regulatory body uh so of course a regulatory oversight and line with the 19 IQ annexes and walls certification of Airlines tend to be registered in Pakistan um ANS certification certificates to airports Engineers uh a true and air traffic controllers and the Block in green is our department which regulates foreign Airlines services to Pakistan under Air Service agreements their frequencies and designation of Airlines Pakistani Airlines to different countries a little overview of the industry we have about 4000 568 licenses active licenses issued under the category of atpl CPL PPL Etc we have 156 aircrafts of different categories a mix of Boeing and Airbus aircraft and six eight years also there are about 16 training organizations for fcl uh f o and ml and approved organizations related to aircraft maintenance organization aircraft maintenance training organizations there are a number of domestic as well as foreign approved organizations so at the moment we have five Airlines registered in Pakistan recently a new Airline started operations uh backed up by International International expertise there are 32 foreign Airlines currently operating into Pakistan their active air service Agreements are 25 out of 98 we are working on you know rest of the agreements and there are 91 foreign Airlines or flying Pakistani airspace about the infrastructure apart from three major airports at uh Karachi Islamabad and Lahore each one of them is capable of handling about 8 to 12 million passengers per annum apart from that we have a new airport Greenfield airport coming at the weather by quarter three of this year a new Runway with Category 3 AFL at Lahore airport has been made operational to overcome flight operations during a foggy season uh there will be new runways at our koita and Festival airports it remade operation by 2023 is is a tourism Hub in Pakistan uh we have made it open for international flights uh to operate narrow body A320 or Boeing 737 aircraft you can use it there are two new airports coming in the province of synth the city's sucker and Diego province uh we are also considering uh Outsourcing of major airports uh currently Consultants has been engaged and soon it will be advertised for international companies to participate is that just you disconnected foreign foreign infrastructure yeah okay sorry for the glitch right so uh this was about the infrastructure and uh Pakistan take control here okay so uh about Audits and we had an audit uh IQ audit from December 21 uh November 21 to December 21 we were able to successfully resolve our significant safety concerns on licensing effective implementation was above global average and we are still improving on it we are thankful to IQ for Expediting the Caps we submitted uh a few months ago and they expedited the review which made us you know achieving more EI after the review of the Caps our self-assessment of SMS and istar and July 22 was at 2085 and we are still improving on it we're also thankful to EU app project 2 which I've been able to conduct an SMS course in Pakistan in addition to a lot many courses which have been offered by them particularly uh courses on the environment Net Zero or project of IQ Pakistan is actively participating in the environment at zero project uh this is the dashboard from IQ website after the Caps were evaluated by IQ so you can see uh we have a fully submitted the Caps except for AIG and AGA they have not been reviewed by IQ yet because our priority was Ops spell airworthiness these these three were the priorities so these have been submitted fully and reviewed and we have achieved an arise and effective implementation also after the assessment by IQ so our roadmap the key the cnh has been taken by CA is to adopt uh EU regulations uh in the field of Ops and Bell uh EU has already appointed Mr Sandro februini who is working with our pal team for adoption of regulations in Pearl and soon we will be starting similar exercise in the area of Ops oversight of SMS and just culture we have made it as a part of issuance of EOC to Airlines registered in Pakistan we have introduced a new checklist to assure that their SMS and promotion of jazz culture is in in line with IQ NX ah we intend to fully digitize our system by 2024 currently the licensing of flight crew has been outsourced to UK's evaluation at Russia and we plan to start our own uh licensing and examination system by 2024 it's part of the digitization uh process of pakistanship elevation we noticed that a regulatory functions is difficult to perform without a fully aligned HR so we have transformed our HR directorate is fully aware of the training needs of as said by Captain Mary ce4 they are fully aware of the training needs of the professionals and from induction to you know their skill development so they are fully aligned with our vision we are fully engaged with IQ European commission UK DFT for implementation of safety standards I would like to highlight here that even if you have effective implementation uh from IQ audit you still have to meet the requirements of different countries if your Airlines intend to operate into different territories so if you are facing similar challenges just make sure that you also meet the respective requirements of those countries which are not very uh you know not departed from what IQ says but still they have specific requirements in addition which I have not written here we are going to sign an agreement with FAA it's already approved just in the signing process for technical assistance from FAA to bug sense of elevation and not dgca France has also offered a partnership program with PCA which is going to be signed in in next few months so fa dgca France and IQ EC we are working in close coordination with all these authorities thank you very much thank you Pakistan now we can squeeze in the third presentation also for our state presentation from Nepal before we proceed for lunch thank you good afternoon everyone so I have a few slides I don't have any colorful slides whether it's plain text slides so I'll try to skip let's do in time I'll not take that longer okay uh with the promising chair I would like to proceed so I would like to set some light the major highlights from the last presentation we met in the history committee so we recently have the last year we had the ikaw you should see me ordered in April 2022. I'll be speaking something on that so we have recently opened two international airports within a span of six months uh the first one was got the Buddha International Airport that opened on to 16th of May 20th 22 and we have next one poker International Airport that was opened in 1st January 2023 making three international airports in Nepal uh in the police history we have witnessed so many activities of Aikau Yusuf audit with the previous version of Ico you should order that started in 1999 as a voluntary exercise where I government assessment of Nepal in an excess of 1 6 and 8. followed by 2009 where the icar CSA comprehensive systems approach audit was conducted in all the safety nxs except an xo9 and nx17 and we had the icvm on site in 2013. in 2016 we have offside validation Mission from up Iko I want more on-site ICBM was uh invited in Nepal in 2017.
and recently we have 2022 version of you should see me audit this already we have witnessed that there is something uh interesting that even the standards of NX over nine that have been incorporated into the office area in the context of the covid-19 pandemic the latest Ico audit was conducted from 13th to 25th April 2022 in all eight audit areas of iku so having 10 members and all the team and four other teams it was right after during the covid-19 pandemic and we were Among The View states that accepted the IQ supported right after or I made the challenging threat of kobit 19. I could use the 2020 20 percent of the icon pqs totaling to 790 protocol questions in all eight areas you can see the summary of the EI in eight critical elements and we have can we can see that there are few areas where we need to put our focus in order to bring it and the respective level and working in that direction I will show it in now my subsequent slides and these are in the areas these are the historical score how we progressed in with every uh audit activities and this time very unique due to the corporate pandemic otherwise I call it very strict giving the deadline for the uploading the Caps this time they're quite liberal and given the 180 days instead of 45 days to upload the cap I can see my colleague from para is smiling because everybody is doing in all difficult conditions very it's very good for the country and for the states which are still some countries are still working in hybrid mode to have this uh flexible deadline of 180 days we appreciate it so since there are many political questions in critical element one two three four and five and we are requesting I care for the offset validation for this the reason being that in global evidence chapter plan is requesting the member states to bring the EI to 75 percent we could listen from the Audi the spee is doing the opening program that the region should achieve the 75 score unless I go undertakes any validation Mission or ICBM then this objective will be difficult to be met that's how we're hungry requesting time and again ikops consider the ICBM off-site ICBM offset validation of these protocol questions that could be validated upside so that states are encouraged in one hand in the meantime the region will achieve the target of 75 percent otherwise if you wait long and long the mid die go cycle then it will be difficult to meet this objective and Target so I once again request Iko please consider for this request for Nepal to by the day the progress in ce1 to C5 and we're committed for the continuous Improvement for the compliance of i-core protocols and good practices as guidance material we are continuous we are continuously operating the shark compliance checklists and electronic filing with differences and updating our gaps we have taken some significant steps after the YouTube audit so we have seen it the score in oraji is not that good in comparison to all the set areas we have taken so many activities and actions to address these issues so we have policy level issues that award the area Health with respect to the prevention of conflict potential interest by cross mobility of the staff has been completed with amendment in the regulations by the government of Nepal and most of the ORD address issues are already addressed and there were a few issues overlapping the functions among the authority civilian Authority and the ministry it has also been duly eliminated we have allocated separate budgetary system to the regulator wing of the civilization headed by the deputy Digi and we have located educate and budget Provisions for all the functions of the civilization safety functions one of the weakest areas I think the AIG is the weakest area for us among eight areas AIG is the forecast area whereby our national score had some down so we have done a lot of homework in the cigar we have already drafted the AIG regulations that is in line with the Ico
