e e e all right good afternoon everyone Welcome to our regularly scheduled meeting of the trade travel and Tourism Committee I'm councilwoman Tracy Park chair of the committee I would also like to welcome councilwoman Rodriguez our newest member of the committee councilwoman is a representative of the San fr Valley and in particular the community of Pima which has dealt with the impacts of the Whiteman airport we look forward to your voice and years of experience as it relates to balancing the needs of the community with intense Aviation uses Madam clerk would you please call the role council member Park presid council member mccosar council member Rodriguez three members present and a quum Madam chair thank you madam clerk that brings us to public comment members of the public wishing to give public comment can sign up at the kiosk in the back you will be given one minute for general public comment and up to two minutes for multiple items so we will go ahead and get started bwa great what would you like to be heard on all items and non-agenda public comments please all right go ahead so my understanding is we got um these airport issues still on the agenda but have we actually looked into the factors of uh these so-called pre-qualified contractors that are bringing in all the fentanyl drugs through there because someone's bringing in drugs into this country and it needs a stop in Los Angeles first and I'm not pointing fingers to former Eric Garcetti and his abuse with children that's another issue because it seems a very popular thing nowadays that airports have become the uh the hub for bringing in Contraband of young women and children to get just like in Van eyes and then we go into the airport commissioner report under the Security Solutions well I got the solution stop young kids and do something about it La then we go to item number four Board of Harbor maintain SU you know all this about Opera and maintain sulfur it's not going to happen look what happened with the fires you're still debating how to pay Steve Silber off a half a million dollars for three days of work and he's a worthless piece of from the LA PD police commission former bald Juju then on item number five we're looking at the board of airport Commissioners uh you know what let me get into my non-agenda public comment right you know during this infrastructure crisis uh under the location of curb ramps at stto and Morango Street for the record in Los Angeles County the Department of Transportation claims unit claims that that belongs to the city of Los Angeles or within the Los Angeles County I'm confused can someone please identify who up property on that up bridge and that up place without those up curbs and those up ramps are not at because I'm telling you wets versus is Los Angeles all the population of disabled people and I plan to engage in a civil suit against the city of Los Angeles if you don't fix this problem and you're going to pay up the ass to the Federal Highway Administration for lying all these years this letter goes back as far as 20 2014 and to this day to this point calr district 7 sucks a dick just like the mayor of Los Angeles and Miss Beach biting her fingers thank you okay go puppet what would you like to be heard on today all out of the general public come in all right how about it that's right so let's see here number one cd1 cd1 don't need nothing more Tracy burnt down all that goddamn District give her nothing let's take cd11 and let's put the airport into cd15 using the bucket head technology and then number two the vanas airport what a perfect place to run drugs through private planes getting off in the godamn drugs packing them in the back and a course Moy cow r Ras knows that all of the inspection requirements are weaved on private Char of jets no going through Homeland Security no talking to Donald Trump just putting the drugs on the goddamn streets I get one more minute on my multile you're cheating my ass out now as you see we have a combination number three between Tracy Beach known as Tracy Park and that little chin Chilla over there in cd6 must be a dual airports and sure the enough it is we got two goddamn airports one over here V us and one over there in the West LA you can run enough fentel through there to feed all of Northern California the Gulf of America which used to be known as the Gul of Mexico now we get into number five seel we say sequa they ain't no goddamn Sequel and what about these cameras what you going to use these cameras for you're going to turn these cameras off when your campaign donors are bringing in the drugs that's the way it works now for my general comment gosh I get yeah oh is right I like it Tracy talks in her real native tongue that's right Paul Moy krigas sitting there on the opposite end of maris's Wrath taken off of the chairwoman of the Public Safety Committee taken off of all of the powerful committees and demoted to a little tiny chinchilla that's right now she gets to go home early now talk to her Cuban husband used car salesman about sales did you sell any cars dear well you haven't asked me that Monica since we dated I'm really interested in your Affairs no you're not I think maresi ditched you and then it goes from there possibly to the divorce court so we get morning cow big shout out keep eating and getting Lena what would you like to be heard on hi um I was uh I wanted to be here to comment on the law of mat talk award so um first of all thank you for the opportunity to comment on the award of that um contract I'm here representing Sully Miller Contracting I'm the director of pre-construction for Sully Miller and in my role I oversee all of the bidding and estimating for Sully Miller so what that means is that I get to participate in uh opportunities with different agencies like the city of La uh sbcta calr and I've seen many different requirements uh inclusivity requirements from local hire to uh dbe programs small business programs and I just wanted to comment specifically on the inclusivity requirements of the M talk program um so you know I believe they are intentional Innovative and objective so I just wanted to kind of provide that Insight um because because I have been involved with other agencies and other Pursuits um for me personally uh one of the things that impact me impacted Me growing Up was uh hearing about careers in construction while I was in elementary school and while I was in high school um that led me to want to be involved with uh the calate domingus hills so I'm an instructor for calate domingus Hills and I feel like the requirements of this program not only um make contractors do this but they require contractors to engage in a meaningful way so I just wanted to say you know thank you and kudos to the leadership for putting that um those requirements together so thank you thank you um Mr Lena we appreciate you being here today Bruce Lee Mr Lee anyone it's going once going twice Eddie Alvarez hi Mr Alvarez what would you like to be heard on um I just wasn't sure uh Eddie Alvarez resident of cd14 um calling uh on sorry that threw me off just I'm here I'm sorry L that just completely threw me off that just all right back back at I speak on the m a five billion dollar award um we are really obviously big proponents of this this is going to be good not just for LAX uh but for uh everybody in the city uh we have higher Alx but we'll have more people speaking about higher Alx but we have started so many careers um because of the work that we're doing at LAX obviously we have uh all these projects have gone through in the last 30 years we will continue to work through through the Olympics and beyond that and this is a way that we do that turning our uh airport and keep turning it and keep as the world class silly that it is um many careers uh the guys that I work with actually did their whole entire stent working at the airport so we appreciate you moving this on voting yes thank you very much thanks appreciate you Fernando Ooa what would you like to be heard on Mr Ooa uh item number one please all right go ahead thank you uh Council um like you said my name is Fernando I'm the political director smart local 105 uh we represent thousands of Sheet Metal Workers uh here in this city um you know Alx just it's more than just an airport right it's a big economic engine for the city so I think when it comes to trade T tourism and travel right it's kind of the big thing for our city um and then Eddie my brother Eddie over here um mentioned uh our uh higher LX program that we implemented through our uh project labor agreement our last uh graduating cohort just came through in in October 2024 it's our 22nd cohort so we had 500 people from the city of La come through that program which we're super excited about and lots of folks from our trade um who have typically wouldn't have gotten the opportunity to come through a trade like ours where once they get to that apprenticeship they're making $60 an hour right they've never had that opportunity and so and obviously with part of that we make sure that uh 30% of the folks that we hire for our projects and ELC are La residents so uh we look forward to continuing to do that through uh this $5 billion with the projects for our members thank you thank you so much Lucas Silva come on up Mr Silva what would you like to be heard on item number one please okay go ahead all right um good afternoon committee my name is Lucas Silva I am the operations manager for Lucas Builders we are a disadvantaged business Enterprise and small business Enterprise based in Southern California so I'd like to talk to you about what this program means for me personally and uh for Lucas Builders as a whole so my dad started Lucas Builders back in 2006 he failed and he actually almost went bankrupt two years later he got an opportunity to restart the company and he then built on that momentum to build Lucas Builders to what it is today it's 100 employee it's an 100 person company that offers a wide range of Construction Services you come into our office we have people from all over the world that speak in a wide array of different languages last year we hired a 19-year-old college student a girl from Iran and a baker that had no construction experience and that probably wasn't the wisest business decision but we gave them a chance because they all had one thing in common and that was their drive and passion for the construction industry similarly La is taking a chance on Lucas Builders you guys are giving us the opportunity to no longer only be a subcontractor but also be a prime contractor with the agency and we're excited I'm excited in conclusion um I'm thankful to be a part of this hope process it's been an amazing time um and I hope that the committee continues to Foster SBE and dbe development in programs as such so that other contractors can have similar opportunities thank you thank you sir yeah appreciate it Nancy breno Miss BR what would you like to be heard on uh item one as well please all right go ahead uh good afternoon my name is Nancy breno and I'm a vice president with whing Turner Contracting Built My Career with this organization for the past 28 years it's a big honor to have the opportunity to partner with laa and the city of Los Angeles especially in these times when partnership is needed the most this will be our first time working as a prime general contractor with lawa which we know is one of the busiest airports in the world ranked top three with over 80 million passengers a year pretty impressive as an Angelino I'm fortunate to be part of this whing Turner team we bring our experience inclusive culture and partnership to this worldclass airport uh which will help continue be a gateway to Los Angeles for generations to come we're looking forward to developing our relationships with the local communities creating opportunities for local businesses small businesses local small businesses and disabled veteran businesses our mission is to take part in this great opportunity doing it as a community and doing it successfully together thank you thank you ma'am Tim Hinson Mr Henson what would you like to be heard on I'd like to be heard on um The Lax projects okay go ahead my name's Tim Henson I'm a business rep from the sheet metal workers Local 105 I represent 7,000 members throughout Southern California I Do cover the West LA area and The Lax projects for the last 10 years um I want to speak about the opportunities that I've seen created because I also run the uh the tutoring program that helps people into apprenticeship so all the MC3 programs uh currently teach people the basics of construction and then they feed them over to the trades where we actually will take them and then navigate them through the process so it's almost like having an uncle in the industry coming to myself and a lot of the other trades programs that have very similar the electricians and I know the mechanical trades all have some type of program that do this um I want to um let you know that I that I do thank you and I'm very appreciative for your support for continuing for good jobs and creating careers for people in the future thank you thank you sir all right that seems to have exhausted everyone on my list if there's anyone here that did not sign up for public comments but you want to be heard now is your chance Open Mic call anyone going once going you who come to offer serious input thank you very much we appreciate that uh with that unless there's any objection from my colleagues I would like to move items two through six on Con on consent that brings us to item one madame clerk if you would please read the item item number one is a board of airport Commissioners report relative to board resolution 28103 authorizing execution of 51 multiple award task order contracts with pre-qualified contractors for design build and Construction Services in support of the capital Improvement plan at the Los Angeles International Airport and SE exemption thank you madam clerk um John and Jake nice to see you thank you for being here I feel like it's been a minute uh as I look back over the last six weeks or so of my life it has certainly been a blur um but it's really nice to be back in committee and to have you both at the table um so thank you for that and thank you also for your work on this Innovative item which opens up for the first time Prime Contracting opportunities for many small firms doing business with lax all while helping our airport prepare for and complete projects expeditiously in advance of the 2026 World Cup and the 2028 Olympics which are just on the horizon so we look forward to hearing more the floor is yours thank you very much thank you very much chair Parker does seem like been uh been just a minute uh this uh and I think you're actually your opening remarks were basically mine so I'll be very very brief here so you can get your committee moving uh this is literally an historic opportunity and historic is I think an over used and abused word but in this case it is actually accurate this is the largest contract that we've ever done at Los Angeles World airports uh and and so we're proud of that but we're not really proud of the number what we're proud of is what you heard some of the speakers talk about the The Innovation uh that team lawa used to develop this this mat cont contract and what that Innovation drove it's going to give us the ability it's it's the the fourth and a sequence of matto contracts it's really going to put a remarkable pre-qualified team in place that'll allow us to execute against the AUD audacious Vision uh that the mayor and the council have uh for our airports particularly as we approach this thing called the Olympics that we're hearing a little bit about uh in 2028 uh so that's the reason we're doing it but the why I think is even more important here and you heard some of the speakers touch on it the way that the team has structured this procurement has given unprecedented opportunities to firms to operate as primes at lawa that have never had that opportunity before and Jake I don't want to SP spoil Jake's surprise in some of the numbers but you're going to hear unprecedented numbers of firms that for the first time have Prime contracts and get the ability to learn and grow as a prime and kind of move up that value chain as a contract as you heard the gentleman from Lucas so articulately uh expressed there so these are small and medium firms that we've created a playing field that they can compete more effectively on it's better for those firms but candidly it's better for the airport when we can match the proper firms or the proper job we get a more efficient use of our Contracting dollars the projects generally get done faster that's better for employees that's better for guests and at the end of the day that's better for those contractors and what you know I was challenged I I've just celebrated my first year uh in this role this year I know T time flies when you're having fun and and I'm having a lot of fun the one one of the things that that you all challenged me with in that very first week is not just helping to lead and run great airports but it's helping to build great communities and and these contracts do just that if we just wanted to build airports there are easier ways to do this but this is the way to build airports and build communties the same time uh so I'm gonna ask for your support but I'm going to turn it over to Jake thank you great good afternoon council members yeah we put together just a short presentation to kind of walk you through this process so please like interrupt me at any point in time when you have a question but uh we thought we'd start with a basic what is a matto so a matto is just simply an acronym that stands for multiple award task order contract this is simply a procurement approach that we've utilized that helps us to create these pools of Highly qualified contractors that can do all of the various services that we need for our Capital Improvement program um and just to kind of give you a snapshot um there's a lot of benefits to this and I'm not going to go through every single one of these but I do want to highlight two of the most important ones uh the first one being that this does help to build capacity for small firms and I think you've heard that from the audience um it really does give people an opportunity especially in that small group but you'll be surprised when we show you the results it actually helped firms in the mediumsized group become Prime contractors as well the second thing is that it really does streamline our typical procurement process at lawa so that's something that gets us to the market quicker it also saves a lot of our staff time and our resources so that we can get these projects done ahead of the Olympics um these are the kind of services I mentioned that we have to do to deliver these big projects um Environmental Services planning and Design Services Program Services which are probably more familiar with as as construction management project management um and then of course Construction Services so we did our first M talk back in November of 2023 that was our Environmental Services may talk it had a contract authority of $25 million we followed that in January and came out with our planning design with a contract authority of $100 million and then right after that in February came through with our uh program Services M talk that had a total contract authority of $950 million So today we're kind of completing that Suite of services with the construction mat talk uh for a 5 billion contract Authority so specifically like structured this construction matto to give us a lot of agility and flexibility we chose four specific pools um we have a horizontal pool that is geared towards purely construction and I'll explain a little bit about that a vertical one that's geared towards construction we have horizontal for design build and horizontal and sorry vertical for design design build so at lawa we categorize all of these projects that we do into two groups groups horizontal or vertical pretty simple runways roadways utilities even Bridges heavy civil type of construction is horizontal terminals employee facilities other types of buildings vertical a little more complicated is the way we deliver these projects so we have two different Contracting mechanisms one is what's called bid built you're probably very familiar with that that's where we as lawa design 100% what we want to build we put it out to industry we get bids and we generally go with the lowest bidder we do have to do that for a lot of our federally funded contracts uh especially for the airide improvements um but what we do mostly is design build and this contract is not only design build but it gives us the ability to do all the other forms of alternative delivery so with respect to the projects this is kind of a snapshot of uh some of the projects that we will do under this design build may talk um and you'll kind of notice that it's a little different from what maybe you've seen before with our CIP these projects are really focused on renewing our existing assets fixing in some cases completely repairing our broken infrastructure um and really investing in some of the assets that we already have um versus going out and doing the big bright bold uh new type of construction so we're pretty excited about it we spent a lot of time prioritizing and kind of reenvisioning what this the CIP would be and we believe that there we need contract capacity of5 billion dollar to get these projects done and the good news is with the m talk that actually gives us the ability to get them done before the Olympics this has been a long process uh we actually started this over a year ago um we had a number of Industry forums with uh the construction industry um we after we kind of did the revitalization of the CIP I mentioned we went back in July and sort of did a roll out of the CIP to the industry um right after that we issued a request for qualifications um to the entire industry um and then we held a pre-proposal conference we actually had 90 different companies attend that pre- proposal conference and that was pretty exciting that was a mix of both primes and subcontractors and immediately following that we got 36 statement of qualifications and we were thrilled with that um except for the selection committee and the people that had the review all of those so these are literally thousand page documents and the selection committee and a whole team of subject matter experts literally spent five weeks working through the holiday period through Thanksgiving um to comb through these and determine who were the most qualified proposers and this kind of shows you here um what those were so we had 31 of the 36 that were highly qualified and the Really encouraging thing was that 13 of those 31 are firsttime prime contractors at lawa and they're kind of a mix from small medium and large with the majority being in small and I can tell you um one person that I know personally from being at lawa since 1994 has worked at lawa since 1994 as a subcontractor he got a contract as a prime for the first time so that was a really encouraging um a lot of the speakers spoke about uh kind of what we've done to kind of uh encourage the industry to take a step up and do more for the various business enterprises you can kind of see on this chart if you uh look at the the furthest graph to the left that was the lamp program um so that's where we had established our business Enterprise uh requirements back then we have significantly increased those over the years and while this is the largest single contract we've done this is also the largest requirements that we've ever implemented for a Construction contract um and there's a whole lot of other and just with respect for time um a whole lot of other Workforce Development uh initiatives that we're putting into this as well so just kind of to summarize briefly um we are anxious to get this going um this is just a snapshot of the projects that we have queed up and ready to go um and this is sort of outlaying what we intend to do over the next three quarters so and lastly uh what we are asking for approval for is a total of 51 contracts I know there's a little discrepancy there between the 31 firms but each firm in some cases they got two contracts so that's the the difference in the numbers um but uh it's a five-year base contract with uh two options for one year extend ions and uh we're happy to answer any questions you have thank you for the presentation um and I just want to say and I'm sure I speak on behalf of my colleagues at how in incredibly proud I am to see these investments in equity and business and Workforce Development actually coming to fruition uh I just absolutely love seeing this and I'm incredibly proud of lawa and I will say the port two for setting a national example for what we can do here um so just a couple of quick questions and then I'm going to turn it over to my colleagues so it's obviously a pretty significant price tag um but can you just tell us a little bit more about accountability and oversight measures that will be in place for expenditure of the funds can take okay yeah so keep in mind this this may talk is just simply the tool that would deliver these projects so each individual project will have its own budget its own approval process and for each project we have to go to our board to get Appropriations and the money to build these projects so that's where the real control happens this is really just issuing task orders to to actually make it happen great um will any of the task orders require new designb build alternative delivery ordinances potentially um we've covered most of the ones that we think we do but again we're doing this for a little bit of flexibility as well because we don't know what we don't know and there may be uh other projects that come up and in that case we would need to do a different ordinance to address those projects but for I would say all of the projects on this list um there is an ordinance covering those okay and then with the design build projects that are covered I assume we'll be incorporating best practices and things that we've learned from some of our other big projects around LAX over the last few years absolutely good um talk to me a little bit more about how we're baking some of that in in terms of the risk allocations and things like that yeah and I think what you're going to see is there is a heavy dose of progressive design build that will be in this delivery method and I think you will see Zero um public private partnership in this list so um that that in itself goes a long way to helping us I think the other thing that we've done is you're probably aware that we have uh in place now our revised amended mou with the city departments um and that is going to go a long way to uh preventing some of the problems we had on previous projects great great we yeah don't want to to the extent we can avoid some of that especially given the timelines that we have with so many major events coming uh to Los Angeles I think that's really important so good I'm glad to hear that that is being considered and Incorporated um I'm really again as I said excited to see how many small firms are being Incorporated at into these opportunities um how are they being selected and vetted for the mentor prote program good point so what we did in this contract we actually required each firm each prime firm they have to Mentor Proto at least one firm whether that's a small firm a local firm or a local small or a disabled veteran firm so that is a requirement in the contract um so we have our um economic impact team uh it's a five member team that will be meeting with each and every one of those firms to help coach them and walk them through certainly the larger firms they know how to do this right but some of these new Prime contractors we're going to be hand inand helping them through this process because they probably have some of the best advice to uh give some of these smaller firms W I love that you're baking the Pay It Forward attitudes Absolut into how we're doing this and training uh and bringing up a whole new generation of businesses and expanding uh our bench with some really deeply impressive smaller and M midsize businesses and giving them real shots at these opportunities we absolutely love it great yeah H one more question what is the timeline for completion uh of some of these projects and what are the Milestones that are going to be put in place to ensure that things that are essential for major events World Cup and Olympics prep actually get on time yeah so we have each individual project has its own schedule but we at lawa have a master project schedule that kind of outlays the priorities and the duration so that they can all get done at those specific times but to your point we do have Milestones built into some of these larger longer projects that give us off-ramps so that we have plenty of time to change direction stop construction so that we're well in advance of the Olympics we don't have to have uh what do we call it today the no Cone Zone so um yeah no cone zones would be really good in time for place yes um I think that's it in terms of the questions I have colleagues Mr mccosar thanks very much those are great questions and it's a terrific report do you anticipate over the course of this project any any modification to the list would do you could you anticipate a time when you reopen it and and look to add additional uh Prime contractors or or in any of the categories I I don't think so and I I say that because it's already a pretty large pool y um and we have the ability through these larger contractors to get subcontractors to perform any specialty work that maybe we didn't consider at the time um I think that's probably going to be the most expeditious way to for us to uh to get these projects done and uh cuz otherwise if there was something really out of the ordinary then certainly we can but that would require us coming back to council obviously to uh to amend the list and the contract right so Ju Just so I understand it completely and again it's terrific report and if I misunderstand it's it's my fault not yours but the T5 renovation and reconstruction when that's ready when that's ready to go it basically this is a pre-approved pool and you find the prime contractor within this pool to do that or is it already assigned T5 yeah no this is the contract that will go through the solicitation process to determine who is the best contractor to do T5 so it goes to the it goes to the closed pool which is one of the efficiencies and then when it's ready to go it comes to the boak for approval and then based upon Charter provisions and in each case it's going to come to the council because of the term of the contract and the price right no just a Nuance there so uh just the last two board meetings um we have gone to the board to request specific project approvals for Terminal 5 Okay so we've got those that funding um in place now so this contract what we will do is we will go out and issue a request for interest so for example Terminal 5 falls into the design build vertical pool yeah Will issue a request for interest to all of those firms y we've actually already done that so we have gotten solicitations back from various firms we now are going to issue to those shortlisted firms what's called a task order solicitation that has a whole another mini qualification process in it but most importantly that has the financing and the pricing component to meet the public Contracting code okay and that's a function of uh T5 being first first in the queue and that's why you've done that much work exactly that's great but as we move further down the list basically it's putting it out to the pool of of pre-selected primes correct will you be keeping track I'm sure you will be keeping track and monitoring sort of how it's working for the prime so that we don't have of the 31 you don't have the three biggest ones getting all the work like the last 50 years that's a great point and uh our board has been very very very very emphatic about that and I think at the end of the day that's going to be up to us um and we have committed to our board to come back quarterly with a report of exactly how much is being spent not just in the construction matto but in all three of the mat talks showing how that is being spent relative to small business local business all of the business enterprises and making sure that firms are getting work and I think if you look at the overall list of projects you know there's probably one or two that are of the size of like terminal five right A lot of these are small sure they're small because we now have the opportunity to go to the appropriately sized firm to do that work so so I don't I'm not concerned at all that people are not going to be getting work I think the the problem we may have is that if firms get busy elsewhere there may not be interest or they may not have capacity necessarily to to do some of this work and nothing about the good faith efforts on subcontractors and reaching out to make sure that we're doing equity in in in the subcontracts changes correct correct it's great I think it's a great program thank you councilwoman Rodriguez thank you and um and thank you colleagues for the questions because I know I spoke to John at length about this and uh just making sure that we that you're giving the space an opportunity for some of these small medium-sized businesses to finally get a footing is really great um and so with so much federal funds obviously you're able to track and discern uh the women and minority owned businesses that are part of uh these efforts which is otherwise prohibited for many of the state funded or city funded projects do you have a breakdown of uh what the diversity looks like among women uh and minority owned businesses that are now captured in this uh in this group no we we do not um and and in fact the of these projects there's probably a really smaller percentage of work that's actually federally funded um that's a really smart small part of our portfolio at the moment but of that I mean of that that pool I'd like to I'd like to know um because again to the extent right now we have the ability to do it that that part has not yet changed hopefully it doesn't uh but with federal funds that is an ability that we have that we would otherwise not have with state funded or locally funded sourced uh projects so um to that you know for for future if we get report backs on that I think that would be great because to the degree that we can continue to grow that investment for those businesses that's going to be huge um so understand you know the task order solicitations and all of those pieces um what is the turnaround time for processing you know one of the biggest challenges that a lot of smaller businesses experience is the lag in payment uh for services rendered and I know that is a critical part for a lot of the smaller businesses in order to sustain their ability to continue or be willing to uh respond to a task order solicitation what is the timeline for payment and turning around uh for uh services rendered yeah so we do have um per per the city Charter we have our 31-day turnaround time for payment um but probably more importantly to that we know that some of the smaller firms have had problems in the past with getting all of their paperwork in order sometimes it is a bit of a process to make sure that you have all the administrative pieces along with your invoice so again this this economic impact team that we have helps to work through um with these smaller firms and we actually have a very pay very close attention to prompt payment that's kind of a tutoring if you will great way to put it right and that's and that's what's really important because you have once they know and understand procedurally what they have to do uh they you know they're not you're not going to have to handhold them anymore they'll basically know how to navigate it but we should always have this kind of forward-facing uh ability to assist them in helping to be compliance so that they can get payments turned around quickly because what we want to do is encourage more of these opportunities for these smaller firms to uh to be willing to take a take a chance on us as well definitely so we we want them to be successful right right no this is great thank you all right thank you councilwoman and again congratulations on the really truly Innovative effort it feels like um a nice book end to many many years worth of work and investment and intention around this subject and it makes me really really pleased to see it all come together this way to create
