that if distant peoples are not won over you must cultivate your culture and morality to attract them once they have come you must make them feel at home you have failed to help your master win over distant peoples into prevent the state from falling apart because of Divisions and unrest instead you are plotting to wage war within the state's borders I am afraid that for the G family the real disadvantaged students in China showed better reading skills than those of the average student in oecd countries and performed on a par with the 10 most advantaged students in some of them but the pivotal disparity lies in the achievement gaps between Learners of difference social statuses I calculated the percentage difference between the Learners scores in Reading across their parents highest level of educational attainment China has consistently almost the lowest parent education-induced average score Gap this I simplified as representing educational equality idiographic period no oecd countries including the best performed countries such as Finland can compete with China and Confucianism countries in educational equality the Gap in scores between parents who had zero isced education I.E below primary education with those who had tertiary and higher education is remarkably low in Macau only 7.3 percent 12.6 in China lower than the oecd average 25.9 percent and much lower than 37.1

percent in the UK the same Trend applies to those of higher levels of comparison if this is not convincing because of the narrow scope of China's provincial choice and or the discrepancy between countries in socio-economic context these figures show UK students GCSE achievement by ethnic groups across FSM or non-fsm I.E free meal and non-free meal under the same National educational system and social economic conditions congruously the Chinese ethnicity has the smallest score gaps between the rich and the poor both rich and poor Chinese performed higher than the wealthiest groups of
