parts first the usc overview second would be a presentation on the philippines uh container will be uh sharing on the usc priority programs and project port will be our 2023 proposed budget and last would be the issues and concern let me just share to you the monday mission and the vision of the department our monday basically provides uh central direction leadership and coordination of scientific and technological efforts and ensure that the results they're from are geared and utilized in areas of publishers and allowing us to have a benefit our mission is to direct and coordinate the country's scientific and technological effort or efforts geared towards maximum economic and social benefits for our people our long-term vision provider of world-class scientific technological and innovative solutions that will lead to higher productivity and better quality of life i'd like to uh present to you the dost portfolio management system divide them in through three major parts which is which are the areas in the research and development portfolio the regional operations portfolio which i have disappeared and the science technology and innovation will be set forth only next year the organizational structures are as follows we are composed for for conducting researches and coming up with with the nature in the centers in the video so far we have 43 beach centers [Music] power [Music] we also have uh the rfe or rtb program of this program uh strengthens the iron capabilities of the academy development and other government clients so far we have been able to use six state army leaders all across the country another would be the trader or foreign to improve the customers or the company's products provinces and services i know that we'll have 86 trader projects that have been implemented and last would be the least events we should hear the recent immigration through science and technology it basically provides financial assistance to filipino or physically to private companies to do rmb and to acquire strategic and valuable technologies that they can undertake and at the moment we have four this project ongoing next uh we have the uh programs which i handled in the video operations uh first let me discuss about the set up or the small enterprise technology upgrading program and we are glad to inform you and this body that we have just [Music] and we are now also been uh helping not only their fears but we are now going to be helping uh the factors and uh and [Music] the different technology uh so far our accomplishment is we have been able to assist 4927 [Music] ms of uh another would be the success program the community environment through science and technology this basically involves five entry points health and nutrition environment protection and conservation human resource development economic and request development and livelihood and disaster risk disaster and money and private so far uh we are now also starting the i start program for innovation science and in the uh planning process and in the development of economic plans uh in a we have been able to provide and then the technical program is also an important program here by and [Music] innovation hub in future and various countries we're happy to report that so far the tpis that we have discovered have been producing good results and uh and these dbis have been uh uh has graduated from uh activities and has been able to establish their own uh activities outside of uh it is going next should be the start of uh grant fund primarily being an individual and this program was initiated to overcome imp roadmaps between privatized improvements our customers specifically study development certification security and resilience [Music] [Music] [Music] and import solutions given that materials spend punishment for success [Music] another imp [Music] and use of fingerprinting and qualified products and the famous enhanced individuals we also have the smart provider k [Music] is [Music] next we have also in underwater security and uh primarily to give access [Music] technology that would be able to uh access water uh force what would let us sustainable disaster india we have a terminal rit under climate and uh disaster basically also uh there are uh sl certificates and uh management environment engaged another [Music] uh uh uh landslides and uh radar high frequencies uh and wearing sensors and um under human resource development we are pursuing and identifying our politicians program which uh uh tries to decide and perfect our uh european engineers and uh scientists who work here in the cities and uh engineering and innovation uh under digital transformation we have the following initiative part of our one store.ph this is an e-commerce platform provided and used by our micro smart and medium enterprises and we're happy to report this care that as of the moment we have more than 14 philippines 14 000 filipino products we sold online with a sale of close to 300 billion another would be our uh one expert this is i mean web-based uh a nationwide snp experts that would provide technical advice and consultancy services and improve to asset technologies we are now also working with our efforts to improve our government so that the gu risk ph integrated system into the android platform for data library sharing and analysis of authors and providers information for efficient hazard and risk assessment climate and disaster resilient learning and land use and development planning so you can now after the new u.s philippines initiative and uh this will provide us the different uh hazard exposures uh present in in our respective areas next under smart and sustainable secrets and communities we are now initiating and starting with programs on uh coming up with smart city basically it provides ecologically solutions to problems encountered by the local government units primarily primarily area uh on areas of ict we have now come up with our framework and in talks with the development of the philippines the dac and the int to institutionalize the creation of smartsheet between the contributing so let me now proceed to our 2023 proposed budget the provost budget as per network for 2023 which is 24.06 billion uh the our proposed budget for the 2023 is 44.17 billion this year
our current goal at the moment is 24.27 billion if we will compare the 2023 map with our 2020 sugar we are below 203 million so this is the usd proposed budget for allotment uh class basically the mouth of our budget goes through our mooe about 18.3 billion 76.4 percent we followed wps 4.74 billion or 19.7
and for the capital outlay it's uh 0.94 billion or 3.9 percent so this is the 2023 budget for cluster if you will notice mr chair the majority of the budget goes to the sfd services which responds to 50.46 percent some of our issues and concerns uh well first is the low budgetary allocation for smt uh i mentioned the usp 2022 budget is only 0.51 percent of the total
government budget and the rna expanded there is only 32 percent of tb gdp 2018. again there is also an option of technologies products and services developed from publicly funded rnb even by national government agencies and local government units third would be the continuity of public investment for instant programs and projects including the establishment of every role against institute of the philippines or the vap and the fourth would be the partial passage of the usc priority legislative agenda namely the virology and initiative of the philippines are the science for change program at the comprehensive atomic regulation of the national measurement and infrastructure system uh and the one laboratory program we also would like to thank uh mr chair the smp committee for the republic of 11 914 which is the conversion of the ps2 bill which have collapsed into law and we are now preserving uh [Music] [Music] 523 million and i think that since these are now fully subscribed secured to many of them [Music] yeah yeah please go ahead thank you mr chair [Music] may we have the presentation of field support on screen we thank the honorable chair and members of outgoing for science and technology for this opportunity to brief you today about the philippine space agency or hilsa this presentation is entitled the nation bridge uplifted and empowered 2019 president duterte signed republic act 11363 or the philippine space act of 2019 with the effectivity of ra 11 363 on september 3rd 2019 the philippine space agency or pilsa was established and the philippine space development and utilization policy or simply the philippine space policy was adopted the signing of the philippine states are fronts from the heels of various space science and technology or applications or ssta activities pursued as product-based initiatives of the department of science and technology over the past decade many of us spoke here in pilsa are products of the dosd it is against this backdrop and in support of these developments that the act was promulgated and science and thus pilsa was founded these prior initiatives but shown during the logos on the right the projects that were funded previously by dosd grants and aid and implemented by the university of the philippines and the advanced science and technology institute for the oscrt these prior initiatives produced emerging technological capabilities infrastructure and skilled personnel in ssta some of which provide a springboard for pilsa to build on with succeeding programs focusing on institutionalization operationalization and expansion of these efforts so while tildsa is new and building from the ground up it is not starting from straps next slightly the previous dos defunded projects resulted in various space capability development milestones which we at tilsa are now carrying forward since 2016 six philippines small satellites have been put in orbit the earth observation micro satellites b101 and the water two weighing about 50 kilograms each and four nano satellites weighing one kilogram each myo one maya two maya three and maya four these satellites are complemented on the ground by ground receiving stations located in luzon visayas in mindanao high performance computers and data archiving and distribution facilities these capabilities and infrastructure represent important components of the space data value chain and they equip our country with a capacity to create and add value from space value creation from space for social economic benefit is integral to the mission of the philippine space agency next slide the value of from our advancements in small satellite computing and ground infrastructure cannot be realized and sustained without people without highly skilled personnel who dedicate themselves to the task of facing formidable challenges and building difficult things to paraphrase john f kennedy we choose to go to space not because it is easy but because it is hard the rewards of a vibrant local state ecosystem underpinned by a strong knowledge workforce however are no less than great so in these pictures for our local versions of the gmb genevieve young's the edward gonzalez's and the gregorio billiards now if we can build a and sustain a local environment where filipino researchers scientists and engineers can thrive then they can seize and create opportunities for themselves and for others to generate solutions and make an impact just like how greg will you are genevieve gonzalez who we acknowledged earlier today so the collective challenge for for all of us is to nurture and shape and mold them imbue our foresight and empower them to contribute so these filipino scientists engineers some of them got their degrees masters and a doctoral degree from abroad and they're now here with us happy to report that many of the people you see in these pictures have been absorbed by the philippine space agency in regular positions next slide without the stock job we go back to tilsa the agency is the central government agency addressing all national issues related to space science and technology applications in the country it is the primary policy planning coordinating implementing an administrative entity for the executive branch of government that will plan develop and promote the national space program in line with the philippine space policy ilsa is directly attached to the office of the president and so while we work with the vos people a lot we are separated from the dosd um the fields are advised by a philippine space council composed of several agencies and officers of the philippine government next slide this philippine state council is chaired by the president of the philippines who may designate the executive secretary uh the secretary of science and technology and the secretary of national defense serve as vice chairpersons of this philippine street country the members include the preparation of the house of representatives on committee on science and technology the senate committee on science and technology and the secretaries of national economic and development authority or needa finance foreign affairs agriculture environment and natural resources trade and industry and information and communications technology the pilsa director general is the head secretary of the psc next slide [Music] this slide shows our organizational structure um there's a very a relatively flat software problem uh there's an office of the director general and under which there are three deputy directors general uh that look up by law and then uh so while the director general has a secretary iran the deputy directors general have another secretary and there is no layer of assistance secretary level it goes directly to bureau directors and so there are six bureaus across of different spheres faith technology on the extreme left then space science we have space information infrastructure then space industry and strategic business development we have space policy and international cooperation and the finance and administrative service these are all headed by a director for level positions and under these bureaus we have the different divisions according to different specializations so our and in terms of um the technology the science the data that we get from satellites business development policy and international cooperation also prioritizing skilled technical and scientific personnel with a ratio of 80 technical staff to 20 administrative personnel these technical personnel cover not only the main space science engineering fields but also business development information systems technology transfer knowledge management diplomacy planning and policy among other technical support functions next slightly this diagram shows a mapping of our organizational structure and bureaus to the six key development areas or kda's identified in the philippine space policy the six kda's our national security and development space research and development hazard management and climate studies space industry capacity building space educational awareness and international cooperation so we took steps to ensure that our structure is responsive to these six kdas and to our powers and functions this mapping helps ensure that we are functionally set up to address these are monday which is to spur scientific growth that fosters patriotism and accelerates national progress to promote improved public access and resource sharing for the utilization of space foreign data space enabled services and state-related facilities to accelerate the transfer and diffusion of space technologies and know-how throughout philippine society towards developing a robust environment local state industry and economy to create a coherent and unified strategy for the development utilization and promotion of space science and technology applications in line with the philippine space policy and to enhance the philippines official representation and contribution in the international space community for establishing cooperation so we go to our flagship project the first one which is mobilizing space data for national security maritime domain awareness and economic development the kilsa in its youth is already providing satellite images and value-added data products to national government agencies local government units state universities and colleges national task forces and national councils etc the space data mobilization supports both operational and research and development requirements in disaster risk reduction in management maritime domain awareness territorial integrity national security natural resources assessments environment and wildlife monitoring and protection etc so the image that you see here on the bottom left or you have very spirit are clear on that on the screen is a flood situation map generated by pilsa during typhoon agaton but the red spots show potential flooding in atlanta province based on satellite images captured from the area and is processed and analyzed by fields of personnel these maps are routinely generated and distributed to government agencies during typhoons and other disasters please allow me in the next slide to share a short video of the mobilizing state data so it should be a video that's uh perhaps if you right click on the video it might show button as we stretch the bottom right the slideshow are there bottom right keep going you have to go on slideshow in rise to today's challenges with our emerging space capabilities a space agency cites authority itself on shaping the future and the world we leave our children our next slide alright actually the video is also available on youtube when the philippines began building satellites when the philippines began building satellites we started small as small as a suitcase yet the stakes were high and the challenges were great after the success with six of these small satellites the philippines is ready for something bigger in december 2020 the philippines kicked off the multi-spectral unit for land assessment or mula satellite project weighing around 130 kilograms mula will carry a true color camera that can capture higher resolution images covering around 73 000 square kilometers of our country in one day data from mula satellite will be used for addressing food security disaster resilience environment conservation and protecting our national sovereignty [Music] the department of science and technology job started the funding of moolah the project was jointly implemented by the dost advanced science and technology institute and the university of the philippines dilemma in coordination with the philippine space agency or filsa 16 filipino engineers who underwent a know-how training and transfer program in the uk are involved in building the satellite part the training capacitated our homegrown engineers not just with knowledge but the license to build more local commercial satellites in the future leading the way for the creation of our robust and thriving space industry to support the country space program filsa will oversee the completion and launch of mula and manage its operations mula in ilocano means plant pointing to the satellite's mission on food security in tagalog it means point of origin or beginning which symbolically signals the philippines into a new era in satellite development toward the vision of a nation-bridged uplifted and empowered through the peaceful uses of outer space [Music] thank you very much let's go to the next slide breach that is now the figures science [Music] [Music] hello good morning uh and the agency is said to sign an initial contract with bcda within the year in the meantime fielsa has recently signed a contract with the social security system what it is leasing is available office space in eastwood next library pills are short operations last march 2020 at the office of the president in consultation with the dbm transferred an amount of approximately 14.5 million pesos for the agency's initial operations in 2020. now according to the dbm the remaining balance of the initial operating fund is attributed to the process appropriations provided in the general appropriations act next slide we also give an update on section 23 and section 24 which speaks about the national grenadiers state objects and the liability of the philippines for national space objects professor has held multi-stakeholder consultations on the ratification of the un outer space treaties the objective is to secure certificates upon parents as a prerequisite this will be submitted as part of the treaty package to the office of the president foreign affairs is currently collecting signed certificates of concerns by stakeholder government agencies the dna will submit assigned certificates of concerns together with a td package to the president for his ratification signature and if necessary to the senate of the philippines for concurrence um okay [Music] [Music] um [Music] uh wow um [Music] [Music] oh [Music] okay at the same time the vibrato is seed [Music] unfortunately [Music] yeah drinking water yes [Music] with your permission for me as one of our directors to share additional information on the efforts on so now here's the problem good morning um and the rest of the members of the committee on science and technology and also for my university family yeah [Music] are really uh dwindling the sword farms so with regards to our intervention we developed this brain management to improve their production using the solar method and then uh there are also some producers that are doing cooking method so we also uh improve also their processing through uh development of prototyping of evaporation set up to help them and also other sword proceeding equipment to help them comply with the ocean blue which is uh appropriately iodized uh adequately iodized form so i think um the usc can also uh provide intervention of uh i think uh identifying other areas where we could uh set up uh farm solar school farms because uh due to our climate change there are areas already that cannot be used for solar thought production so if there's one that we can uh identify or focus further on the expansion or identifying areas for um is type one less rainfall more summer and so uh identify that areas so we could also start uh as you mentioned about um your technological technology development regarding evaporation or installing series of operators yes people use the cooking method because they are um yes there are producers that are doing the cooking method instead of the colorado that would identify the england mapping can you use them to maybe already marked out whether we are we have a short arm here meaning salt mining area wrong [Music] uh [Music] um [Music] [Music] um um [Music] [Music] [Music] um um [Music] to [Music] um [Music] other than that knowing that since 2009 will be imported previously or any agencies never asked the vosd or the new sp virology center that is being proposed i think much of the philippine citizenry are anticipating and excited about this but then you will also know that you are proactive that you want when you see a problem you want solutions to this problem you must research [Music] and because of limited funds we have to prioritize our uh areas of research it's a football from hindi for to pick up an [Music] so [Music] [Music] uniforms are price technology uh specifically for your shelf life of the rice technology and number one potato and even not [Music] which we need to improve the shelf life of the commodities irrigation facility nasa pnri filipino nuclear research in future yes research [Music] [Music] [Music] foreign [Music] [Music] [Music] [Music] [Music] foreign you can do that now you're authorized to do that so is it a budgetary problem or you're just telling this committee that it would take some time before one is able to registration period research i think it's both spread out [Music] [Music] [Music] of technology and services developed by the national government and and local government [Music] foreign [Music] [Music] primarily major intents and communication uh well the technology that we have at present maybe obviously tomorrow and so now i believe so especially in the areas of digital technology technology and then second uh made you not in a very long appreciation among industry sectors technologists and the development of the usb that is why in the last six years we have been intensifying as i mentioned um [Music] development is also an important area that we should look at primarily focusing on bird flu and asl although ongoing are individuals industry areas on malnutrition for me director of defending fnri we have been very aggressive with this in fact part many of our regions are now producing enhanced nutriban using uh locally available uh commodities and materials like squash and and tarots and [Music] aside from looking at you production non different areas i think there is also a need to look at human logistics and distribution because uh limitable [Music] eventually i maintain technology industry failure so that this can be the products can be valued [Music] [Music] [Music] foreign [Music] [Music] um [Music] [Music] is yes [Music] [Music] [Music] uh technology and certainly on the adoption we have developed a whole technology and we
