we begin tonight with breaking news san antonio police looking for a man with a rifle who opened fire into a crowd of people at an apartment complex now you see a map right here this happened on the 1300 block of rigsby avenue that's right near i-10 and roland road and now we want to go to sign the pictures here of sky force 12 where you can see a little bit of the scene right now we know that two people were injured in this yeah a 29 year old man a 13 year old they were shot in the leg a third person injured not transported to the hospital at this point police are just trying to figure out why that suspect decided to open fire on that crowd and again this is a shot from the ground we are still trying to get all this involved all this sorted out a fight involving teenagers unclear if that was related to the shooting again the victim's a 29 year old and 13 year old who apparently we're trying to break up that fight so we're trying to piece it together ourselves as well as the police will stay on top of this one people want body cameras they want the videos released the is calling for a quick release and transparency with body camera videos however bear county sheriff javier salazar says that he needs something to make that happen money he's hoping that commissioners agree with him when they vote on this tomorrow yeah we've been following this back and forth deadlines put into place by commissioners the pushback from the sheriff well now one commissioner is telling the knight teams lee waldman the increase is a waste of taxpayer dollars additional funding to release body camera video after a critical incident within 10 days if we're able to get some of this technology on our side some of these upgrades on our side i'd like to get to the 10 days sheriff salazar asked for that on january 24th he declined to speak with us today wanting to hold comment until after the commissioner's meeting the technology he's mentioning upgraded body cameras and improved editing software to redact faces or license plates from videos that are released bear county commissioner tommy calvert says the additional funding isn't necessary when i looked at the contract our contract already included an upgrade to the latest version of the axon body camera and allows them to use quote lightning speed of the redaction technology displayed on axon's website so what they were really asking for at the sheriff's department were new tasers they were asking for virtual training software in his letter calvert wrote quote the bear county sheriff's department is seeking axons plus system which includes new tasers the axon body 3 axon vr training and auto transcribe unquote sheriff salazar did mention the need to upgrade their tasers on the 24th but said axon would offer a discount what we're doing is we're just looking to to accelerate that replacement process and save ourselves some money in the process at their meeting tomorrow county commissioners will decide whether or not to grant the sheriff's request if so instead of 6.3 million dollars over five years for the current contract it'll be increased to 9.4 million i think it'll probably pass but i'm not sure that it's a wise decision to i don't think without the assurance that we're going to get it in 10 days that 10-day release after a critical incident has been a real sticking point sheriff salazar says 30 days is more feasible until they're able to work toward that 10-day deadline other surrounding police departments and law enforcement agencies follow a similar timeline austin pd cashville leading to a homicide investigation the texas rangers are leading that investigation information limited right now but we do know the victim was 25-year-old elijah chandler from here in san antonio that's according to the castroville police department we did try reaching out to the texas rangers but have not heard back from them yet now switching gears let's talk about lessons learned nurses have certainly endured their fair share of medical emergencies these past few years especially during last year's freeze and they have learned a lot now we spoke with one of the head nurses from university health who showed us a picture that you're about to see that one right there matthew lozano says that his staff slept on these cots for days and they took turns sleeping because a lot of them didn't leave the hospital during the freeze they worked extra long hours and they fought to make sure that dialysis and other vulnerable patients got the care they needed even when power was scarce matthew also says that his team implemented changes so that they're better prepared next time there's a weather emergency we have uh mock drills throughout the year and that helps us plan to go ahead and know how soon our staff can get here to be able to go ahead and plan how we need to be successful should another disaster occur yeah now they know exactly what to do by the way university health has also expanded its communication system and earlier this morning we actually avoided a freeze we were 39 degrees to start the day then topped out at 64. so chilly morning but a comfortable afternoon and we even made it near 70 degrees in del rio with a high of 68 catoola topped out at 69 degrees earlier today high temperatures are going to be pleasant mid 60's tomorrow then right near 70 wednesday all the way through friday but a brief light freeze is in the forecast for tonight i'll tell you how cold and where in just a bit and even a slight chance of rain to talk about steve thank you adam they allegedly beat a 12-year-old boy so badly he died the boy's father and the father's girlfriend in custody on child abuse charges tonight san antonio police were called to 32-year-old derrick coles and 27-year-old capri cheatham's apartment last night after cole's son danillo stopped breathing he was taken to the hospital found to be brain dead a short time later hospital staff reported suspicious injuries on his body kohl's and cheatham later admitted to disciplining the young boy in multiple ways because he was being quote disrespectful the couple face injury to a child charges which could be upgraded a federal judge has awarded 224 million dollars to 17 families from sutherland springs and that's the result of a lawsuit that those families filed against the federal government the mass shooting in sutherland springs happened back in 2017 at the hands of devin kelly if you remember kelly served in the air force and it was later discovered that the air force didn't submit his criminal history into a database doing that would have prevented him from buying guns just last year a judge ruled that the federal government was 60 percent responsible for the plaintiff's injuries a 22-year-old man arrested for 16 counts of human smuggling friday afternoon authorities got a tip that a driver identified as missile santiago hernandez was driving with multiple people riding in the bed of his truck on i-10 outside of kerrville upon inspection law enforcement found 12 adults four children that had crossed the mexico border with the intent of being smuggled deeper into the country they have been released to the u.s border patrol hernandez meanwhile booked into the curry county jail additional charges may be added and that's a but by and large we've got some 40s out there now dipping down into the 30's in some spots kerrville now 35 by tomorrow morning we're expecting 28 in the morning a brief light freeze honda about 29 carriesville springs 32 around san antonio most of us at about 31 32 degrees but you get up into bernie timberwood park and briefly down into the upper 20s timberwood park about 29 in the morning elmendorf about 31. morning temperatures will be on the rise though it will be above freezing wednesday thursday even friday and saturday in the low to mid 40's for morning temperatures and then a week cold front hits on saturday but it's not going to really plummet our temperatures and we're not going to see another freeze behind that weak front i do want to talk about the dry air dew points right now 20s to near 30 degrees may notice some chapped lips some dry skin that happens with this lack of mugginess and moisture in the air and it's not going to change very much the foreseeable future we're looking at dew points staying down in the 30s to near 40 degrees so dry air is going to prevail i kind of wish it was the otherwise because then we could actually maybe generate some showers remember it takes that moisture to get some rain going actually earlier today down in the valley they had some good rain as i often say if we're not getting it at least somebody else is a little dip in the upper level flow of her head but it's not really stirring things up around here we will see a little change in our pattern by this weekend okay so very quiet week with a lot of sunshine but by friday to saturday a week upper level disturbance should just sneak into northern mexico here throw a little bit of energy our way along with the weak cold front coming in from the north that could kick start a few rogue light showers by saturday but pretty few and far between it's looking right now so here's the breakdown tomorrow wall-to-wall sunshine no chance of rain brief light freeze in the morning then by the afternoon we're talking mid 60's well into the 60's back to 70 degrees wednesday and basically thursday and friday right around 70. that week cold front on saturday just going to kick up the wind a little bit out of the north maybe 15 to 20 miles per hour 20 percent chance of a few showers but notice not a huge temperature drop behind that front at least nothing like what we've seen recently yeah but we're still seeing those temperatures drop off at night rapidly with the low humidity yeah you always want the jacket on hand in the evenings yeah thanks adam all right so i know spurs fans haven't been too happy this season but something happened to and that proves how powerful the spurs family is that's is exactly correct their their fans helped make this happen because of their demands on the nba commissioner and even one of the guys who was going to play in the western conference all-stars actually campaign for dejante murray as well because
