[Music] tonight horror stories from Canadian hospitals my family members spent two days in the emergency room ERS their patients and their staff pushed to the brink the growing calls to treat a crisis could you go wrong well it went wrong now those homes are the subject of an eight million dollar lawsuit this is the national with Chief correspondent Adrian Arsenault tonight it is situation critical for Canada's Health Care system from various cities we're bringing you more and more stories of an agonizing weight for Urgent Care and the solutions on offer right now will also involve waiting a long time McIntosh shows us the human cause born not just by patients but also by exhausted medical staff each sounding a new alarm and hoping someone hears Winnipeg's largest ER overwhelmed over the weekend my uncle spent my family member Nicole wards Wardle who has an advanced form of liver cancer behind heart attack and stroke patients not only is it not good for the patients something's broken with this system in Alberta a similar story for zolt in the Army who went to the ER on Friday and Monday his daughter suffering from abdominal pains waiting over eight hours each time I think the most frustrating thing for me was just seeing my daughter in the state that she was right and not being able to do anything about it across Canada covid led to surgical backlogs now tying up beds along with front line worker burnout and fatigue add to that the demands of daily ER Care Systems are buckling sort of like almost a bit of a perfect storm where the demand hasn't dissipated for care and on the supply side uh you know there's real um real sort of uh gaps and deficits you know that are presenting you know with the supply back in Winnipeg the weekend's frustration wasn't just limited to patients in a long Twitter thread this ER doctor pondered quitting frustrated he couldn't give patients proper care but I'm here today to tell you that that is unacceptable we cannot keep doing this dance we have acknowledged that and we're taking steps to get things done at an announcement of 114 new nursing training positions Manitoba's Premier said provinces are trying to work together on recruiting and retention and we'll work hopefully with the federal government on that as well collectively everyone needs to come to come together and put the patient doctors and stop blaming each other and come up with Solutions so cam clearly the province is one help from Ottawa but what's the federal government say so the federal government has previously announced two billion dollars to help clear up covid backlogs also it's announced Millions more to help get foreign trained workers who can get on the job quickly certified here in Canada and those are things that the provinces have been asking for but what's lacking here says the Canadian Medical Association is a comprehensive National plan as the 13 territories and provinces really sort through this by themselves a plan indeed already CBC News Calgary a historic child welfare compensation deal reached between the federal government and the Assembly of First Nations is in Jeopardy tonight it was negotiated in response to an order from the Canadian Human Rights tribunal but now that tribunal has rejected a key part of it Olivia stefanovic explains the Fallout devastating deep frustration from First Nations leaders it's a sad day for the many First Nations families learning today that their long wait for compensation and acknowledgment is going to continue for them to have that hope of receiving that compensation with great expectation and only for that to be snatched from them is cruel a 20 billion dollar deal to compensate First Nations Children and Families harmed by the on reserve child welfare system is now upended the Canadian Human Rights tribunal says it sure changes some while leaving out others this government must respect their obligation to pay compensation to the children who have been put at risk through the willful and deliberate negligence of this government this is the largest settlement in Canadian history when Ottawa and the Assembly of First Nations first announced the agreement there were high hopes it would put an end to a 15-year legal battle it is uh I think disappointing to many First Nations people that a first nations-led indigenous designed approach hasn't been accepted as complete but the tribunal found the agreement does not meet its human rights orders to guarantee 4 40 thousand dollars to all victims who suffered in the system we have to go back with our partners and and see what the final decision is and see where we can move from there the first nation's children's Advocate who triggered the initial human rights complaint back in 2007 says there's an easy remedy pay all the victims outlined by the tribunal and build the rest of the deal from there might cost Canada more and that is a huge number 20 billion dollars but what Canadians need to know is that's only there because Canada hurt so many children the federal government must now decide whether it can still Salvage the agreement or we'll go back to Federal Court it set a deadline the end of the year Olivia stefanovic CBC News Ottawa there's new testimony that suggests Ottawa Police lost a chance early on to control the Convoy protest in that City it was after the first weekend when only a third of the protesters remained there was an opportunity to compress as many of those people into a smaller footprint onto Wellington at the inquiry into the use of the emergencies act Ottawa Police Inspector Russell Lewis said police liaison teams had contacted protest organizers to get cooperation in moving them but approval was also needed from the police service the requests contractor Mike Holmes is now the subject of an 8 million dollar lawsuit and his company the homes group is one of more than a dozen named defendants as Sophia Harris shows us in the CBC News investigation it all revolves around newly built houses some Buyers Say had defects we are currently building Terrace wood it was a housing project with promise a subdivision of unique homes in Milford Ontario built by third line homes and endorsed by famous Canadian contractor Mike Holmes Holmes is also a TV host known for exposing botched construction jobs third line homes approved homes are built with Innovation integrity and a commitment to make it right in 2016 Andrea Hart and Miles Johnson bought into the Terrace wood project we trusted the name you know if my Combs approved home yeah where could you go wrong well it went wrong the couple claims after their house was finished in 2018 they discovered it was riddled with defects this has all been replaced including a deficient heating system the couple says they had to move out in January to make way for major fixes including structural repairs to each side of the house but a nightmare we haven't had a retirement just dealing with things dealing well after we moved in now we found okay there's this issue okay another issue and you just sort of say what in hell happened an eight million dollar lawsuit filed in Ontario Superior Court alleges numerous defects in 14 terracewood homes including major structural problems raising serious safety concerns the house is under a lot of construction there's nobody here the suit was followed by Tyrion a consumer protection organization which administers Ontario's warranty program for new homes it claims third line homes failed to fix the defects so Tyrion is paying for the repairs it's seeking damages to recoup its costs healthy comfortable homes are at the root of our philosophy the suit targets more than a dozen parties involved in the terracewood project including Mike Holmes company the homes group the houses were advertised as Mike Holmes approved but the company says it never inspected them as inspections were offered as an upgrade which no homeowner bought and in its statement of Defense the Holmes Group claims it had no involvement whatsoever with the Terrace wood project but Holmes the celebrity did help promote Terrace wood the winner of the bobblehead campaign including taking part in a find the Mike Holmes bobblehead contest Holmes also set in advertising that he personally bought one of the houses which he gave a thumbs up he came up for a photo op and put a thumbs up on his house there then that was sold according to land registry records a numbered Corporation connected to homes sold the house in 2017. it was listed as a home's approved home that house also allegedly needed repairs according to the lawsuit the new owners declined to comment the Holmes group's lawyers also declined to comment while the case is before the courts the beam that came across the top was not right Jackie cheron says her Terrace wood house underwent structural repairs in June she says Holmes endorsement was a big selling point but points the finger at Mary Jo and Paul Osborne with third line homes both are defendants in the suit I have no idea you know who is really responsible but to me that's who I bought the home from and that's who I trusted to build me a you know a good home standards Tyrion alleges the osbornes failed to take reasonable care constructing the homes and didn't address warranty claims in their statement of Defense the osbornes say they built quality houses and blamed Tyrion claiming it excluded them when dealing with homeowners complaints about defects and spread misinformation about their company which led to its Financial demise I don't feel comfortable in the house as the court battle continues pardon Johnson wait for word when they can move back into their home Hart says she's now not even sure if she wants to return so Sophia you went to Terrace wood what was that experience like well at first glance it just looks like a nice subdivision of new homes uh top on a closer look when I took a closer look I saw several homes that were under construction and keep in mind these are houses that were supposed to be finished some time ago I also knocked on the door of every house lifted in the lawsuit unfortunately most homeowners they didn't want to talk at least publicly but I did really get the sense from the people I spoke with that there's a lot of frustration in this neighborhood over a housing project that for one reason or another just didn't go as planned all right Sophia Harris thank you thank you after the break Ukraine's success in the war has relied on some Ingenuity and a simple device and you saw it from the Drone they thought wow it's really working good how Ukraine has turned everyday drones into military weapons next [Music] so you are looking at drone video from Southern Ukraine of a tank battle between Russian and Ukrainian forces one that Russia appears to have lost so in previous conflicts seeing that kind of bird's eye view of the battlefield was pretty rare but Ukrainian units regularly post their own video of their victories online it's a kind of psychological warfare because in this war drones are just everywhere and as Justin Ling shows us for Ukraine especially they've made a crucial impact when Russian steamrolled its way into Ukraine last February it was supposed to be a pretty quick fight they had a massive Advantage more manpower more technology more money and more fighter jets crucially as the War Began Russia bombarded Ukraine with aerial attacks it turns out that Ukraine has an ace of its sleeve changing what was supposed to be a short and brutal conflict into an eight-month struggle for survival tonight we're going to show you one of the ways in which they've managed to change the momentum of this war they've built an army of drones tiny unmanned aerial vehicles and large attack drones that have given them the advantage and helped turn the tide of this war it's only been through support of its allies particularly in NATO the Ukraine has managed to build what it now calls an army of drones after the initial Onslaught from Russia turkey stood up and delivered a shipment of bayaktar TV2 drones to Ukraine pretty quickly after these turkish-made drones arrived messaging app telegram lit up with visuals of Ukraine taking out Russian warships Supply boats Ammunition Depot and even recapturing Snake Island the strategically important base in the Black Sea as Ukraine started racking up wins with these tb2 turkish-made drones Russia started getting better at shooting them down it became pretty clear pretty quickly to Ukraine that if they were going to retake the skies they were going to need more drones a lot more drones so they came up with a pretty clever idea together let's build an army of drones to help protect the people of Ukraine and to recain their peace and Independence so they put the call up to the International Community asking every foreign government every Association of business and even individuals if you can send us a drone if it can fly we'll take it if you don't have a drone send us the money and we'll buy it ourselves I even got the chance to speak with one Ukrainian drone operator who was in Kiev just backed from the front lines he underscored just how critically important and strategically useful these drones were when the project uh Army of drone started they start to collect all drones so what civil civilian people have in their houses and in their apartments and they start buying a lot of drones from another countries because they have a lot of donations and they collected a lot of really big car milk drone and now some drone and we need something we just call and next days they sent us all of we want you know it's it's great project what are you able to do with this you know this huge complement of drones that you wouldn't be able to do without them you know how is it really shaped ukrainians the Ukraine's defenses Russians troops can be two kilometers in front of us or three kilometer kilometers without reconnaissance we find it's and we start to use military drones with a bomb and uh and we start hit them uh as far as as we can they save a lot of lives of our soldiers because Russians use a lot of artillery you know and when they start usability and on in the sky we can find their artillery and we can send this information to Ukraine just days after we spoke the Ukrainian Armed Forces mounted a surprise counter-offensive to the east of harkiv recapturing over the course of several days and weeks thousands of kilometers of their territory liberating dozens of towns one thing our drone operator told me was that it will be critical for Ukraine to keep up these shipments of drones if it's going to continue forcing these counter-offensives we actually got access to one delivery of chinese-made surveillance drones earlier this month these drones have been instrumental in giving Ukraine the advantage the intelligence the surveillance and the capacity to take back that territory but I wanted to get a sense of what the long-term impact of this drone Warfare would be so I called up Paul lashenko he's a lieutenant colonel in the U.S army and he's a PhD candidate at Cornell University he's also written the book about drone Warfare so at the Tactical level of War drones especially these easily weaponized commercially available drones have provided Ukraine the ability to exact surprise against Russian forces which has allowed them to disrupt sort of Russian forces operational Tempo maneuver and formation and and to destroy these forces at a scale probably would not have been achieved had drones not been integrated into conflict many of those drones at Ukraine is deploying our commercial drones I mean some of them were literally donated by regular folks in North America in Europe drones you could have went and bought uh at any electronics store Ukraine has had to do this to gain parity with a larger scale military that by all accounts should have marched onto Kiev and installed a new regime and by way of that they have done things that have just kind of put uh Russia in in kind of on the back foot in recent weeks Russia has gone back on the front foot trying to beat Ukraine at their own game thank you thanks to a number of iranian-made Kamikaze drones Russia has been bombarding Ukrainian cities particularly the capital of Kiev basically with these flying bombs the Drone pilot I spoke to said it would be critical for these drones to continue arriving in Ukraine if they're hoping to keep up this pressure but he also underscored just how important it was for Ukraine to use these drones to show the rest of the world the realities of this war when you show it from the Drone they thought wow it's really working good we must donate and buy more and they can crash more Russian base I have some record from my military position when we drop the bomb on two Russian snipers and security service send me the voice message they catch a voice message from a Russian soldier to his military leadership and his and he says we are scared I think exchange some minds of Ukrainian people and Russia because Russians scare drones Justin to use drones like this on this scale is is fascinating I'm wondering how new it is though I mean in some ways it's incredibly high-tech it's incredibly futuristic but in many ways you know this sort of Technology you know used in this way is quite old you go back to the U.S Civil War unmanned weather balloons were used to scout any enemy positions by the Union Army you go to World War one and two uh the use of Fighters and fighter jets totally revolutionize those conflicts the Cold War largely stayed cold because we had these very kind of sophisticated spy planes that were able to kind of map uh Soviet installations and even just recently some of these same drones that are being used in Ukraine were used in The Armenian and Azerbaijan conflict so you know we all saw that that Russia deployed drones to wreak havoc on Ukrainian cities and infrastructure does that mean though that Ukraine is is losing its Advantage there not necessarily I mean these iranian-made drones are doing a lot of damage but Russia has a supply problem it is really only getting surveillance drones from China and these suicide drones from Iran eventually that source is going to run dry and Ukraine according to officials I've spoken with is already in the process of purchasing anti-drone technology that will help it defend against these suicide bombs and in some cases you're seeing police even shooting them down with Firearms all right Justin Ling in Montreal thanks Justin thanks when we come back the story behind a remarkable moment caught on video that is a close-up view of something thankfully a few of us have seen a black bear on the hunt next a remote community in Northern Quebec is a hub of activity these days kids are rolling through the Town's new skate park built as an outlet to help them cope during a difficult time Sarah Levitt looks at how the park has succeeded at bringing people together it's just after school in a Nutra Quebec and the kids are scrambling inside a shipping container sorting out which gear to use before attempting to roll down the smooth concrete of their brand new skate park the first permanent one to be built in all of Northern Quebec the kids would rather skateboard than talk about skateboarding especially on camera why do you like skateboarding what do you like to do when you come to the skate park okay skate around they'd rather be behind the camera this skate park comes with the hope these kids will remain happy and busy an attempt at a solution following a hard year in the Inuit Community a few summers ago we had lost many people in the community and that summer 18 year old student to Suicide a town meeting LED teacher Carolyn Gleason to get to work to make the skatepark happen no easy feat for a community only accessible by boat or plane then I had kind of a light bulb moment where I realized that any nuke dwark right now they're building a hydroelectric Dam so we had this window of opportunity to have access to all of the materials the group make life skate life also got on board a non-profit which builds skate parks to underserved communities around the world this summer the park was officially inaugurated [Music] you know came back home a few times said dad look so I showed me all these bruises and stuff I was great I'm emotional about it now I mean it was I I want to build a skate park in every community of Nunavik with Windsor coming these kids are determined to keep the park clear of snow so they can keep on federal agencies are now required to act to reduce threats to the Penguins officials say there is still time to change cores But Rising temperatures and melting sea ice are putting the penguin sea ice habitat at risk so take a moment and have a look at this because it is not every day you get this close of a personal look at a black bear hunting for salmon this video was caught by Iko Jones a filmmaker in Campbell River BC so Ico was hoping to capture some salmon spawning just the salmon but he got a lot more than he bargained for so did his camera the surprising hunt caught on camera is Our Moment I do a lot of salmon photography and filming in the rivers here and I was filming the pink salmon trying to get them spawning and I noticed the bearer was coming to a particular spot every time to hunt nearby where I was filming so I decided that I would switch gears and try to get a shot of the salmon and the bear at the same time Wildlife filming requires a lot of patience sometimes they're wild animals they can do things right away but generally you end up having to sit for quite a long time to get the behavior that you want and in this case with the Bears one day I had a whole bunch of action and then other days I went there and sat for six hours and waited for the bear to show up and it showed up right on dark when it was too late you just got to keep putting yourself there and filming lots and eventually the camera system I use is pretty heavy it's on a long pulse I mean the better come take it but it certainly can damage it and in fact it did on one of those shots where it launched it fished really close to the camera it actually knocked a big rock and which hit the Dome and scratched the Dome a little bit there's always at risk but I'm willing to put my gear In Harm's Way to get the shot put the gear In Harm's Way Iko not you your patience is extraordinary I know you looked for the salmon you got the bear too you probably should go buy a lottery ticket that is a national for October the 25th thank you for joining us have a good night [Music] foreign [Music]
